Penny Taylor


 


Penny Taylor represents Collier County’s 4th District.  Encompassing the area west of I-75 between Pine Ridge Road and Davis Boulevard including the City of Naples. First elected to the Board of Collier County Commissioners in 2014 and was re-elected in 2018. Taylor was named Chair in 2017 and will serve as Chair again in 2021.  From 2000-2010 Taylor served on the Naples City Council including 2 years as Naples Vice-Mayor. Taylor has also chaired the 10-member Metropolitan Planning Organization (MPO), 2016 and 2017 and has chaired the Tourist Development Council in 2015 and 2016.  In addition, she co-chaired the county’s first City of Naples/Collier County Sea Level Rise panel discussions in commission chambers in 2017, attracting a standing-room only audience. Taylor currently serves as Chair of Economic Development for the Board of County Commissioners. Taylor was appointed as the Collier County representative on the Multi-use Corridors of Regional Economic Significance (M-CORES) Southwest Central Florida Connector Task Force (SCFC) in September 13, 2019. On March 28, 2019, appointed Collier County representative on FAC Water & Environmental Sustainability Policy Committee. Member of the County Coalition for Responsible Management of Lake Okeechobee, St. Lucie & Caloosahatchee in October 2020.  On October 30, 2020 attended the first meeting. During the 2013-2014 election season, Taylor initiated the resumption of talks between the City of Naples and Collier County to cooperatively seek federal grants to upgrade the water system in the Bayshore Drive residential/commercial area. As a member of the Commission, Taylor initiated the following:


• re-establishment of a stronger Ethics Ordinance weakened by a previous commission
• a process establishing formal input from, and ongoing communications with, Native American tribal interests, during her tenure as chairman of the MPO
• the annual solidarity walk during annual Rev. Martin Luther King Jr. Day parades in which community leaders of all faiths and ethnicity walk together
• the annual Mock Commission event for Middle School Civics Class students
• the Against All Odds award program to recognize outstanding individuals who have achieved their goals against overwhelming odds
• the re-establishment of the Summer Intern Program for high school students, requested by the NAACP
• a program following Hurricane Irma to announce statewide and nationally that “Naples is Open for Business” resulting in a downtown Naples concert raising approximately $82,992.56 for the hardest hit areas of the county
• In 2018 initiated Collier County’s first Arts & Culture Strategic Plan that was passed by the Board on March 24, 2020

Taylor has, owns and operates her own photography business in Naples for the past 35 years. Her work has appeared in some of the nation’s largest newspapers and magazines, and in numerous exhibits in Southwest Florida, as well as in various local and regional magazines. Her work is on permanent exhibit at the Norris Center. Penny photographed numerous local homes for “Dream Houses: Historic Beach Homes and Cottages of Naples,” written by interior designer Joie Wilson, ASID. The book is in its second printing by University Press of Florida. As a result of her photographic work - as well as her experience on City Council which established the first public arts program in Naples - Penny was named to the board of directors of Florida Humanities Council, the Florida affiliate of the National Endowment for the Humanities. Penny is a graduate of the University of South Florida, with a Bachelor of Arts.  Taylor has performed post-graduate studies at the Rochester Institute of Technology’s School of Photography in Rochester, New York, and is a member of the Association of Magazine Photographers. Penny Taylor is a proud mother of one daughter and a grandmother to 2 beautiful children.
